Of course, the authorities are taking all possible steps to capture this guy alive, as opposed to killing him or allowing him to kill himself...

But...

The gridlock being caused may well end up causing loss of life elsewhere -- an ambulance unable to get to a heart attack victim in time, for example. While time is on the side of the law enforcement authorities, time may work against some innocent people. A legitimate reason to force the issue, in my opinion.

You are absolutley correct. This guy needs a breathing hole in his forehead to end this now so traffic can get rolling again.
