Seahawks got rid of their dome before going to the NFC. Right now the current list of NFC dome teams is:
Vikes
Lions
Rams
Falcons
Saints
And soon to join the unable to play in foul weather club are the Cowboys and Cardinals. That'll be 7 out of 16 teams, almost half the conference will fear rain.

Atlanta made a mistake by not making the Georgia Dome a retractable stadium. The concept was fairly new at the time though so I sort of understand.
The dome was built when the Falcons were really bad so it was hoped that it would increase interest in the team. It did and the team has been pretty good since that time.
The problem in the southeast is that the late fall and winter weather can be really dreary at times. While the temperatures are usually very mild, it is often overcast, drizzling rain and in the 50s.
If the team isn't that good, attendance really falls. A dome is also a requirement to host the superbowl if the city is not in Florida, Arizona or California.
Hopefully in a few years when the Georgia Dome is retired, a retractable dome will take its place.
