UZBEKISTAN

June 2, 2005

This Travel Warning is being issued to remind U.S. citizens to the potential for terrorist actions in Uzbekistan. The Department of State has authorized the departure of non-emergency personnel and all eligible family members of U. S. Embassy personnel and urges all U.S. citizens to defer non-essential travel to Uzbekistan. This Travel Warning supercedes the Public Announcement of May 27, 2005.

The United States Government has received information that terrorist groups are planning attacks, possibly against U.S. interests, in Uzbekistan in the very near future. Due to the nature of the threat, the Department of State has authorized the departure from Uzbekistan of non-emergency personnel and all eligible family members of the U.S. Embassy in Tashkent. American citizens currently in Uzbekistan should consider departing Uzbekistan via available commercial options.

Supporters of terrorist groups such as the Islamic Movement of Uzbekistan, Al-Qaida, the Islamic Jihad Union, and the Eastern Turkistan Islamic Movement are active in the region. These groups have expressed anti-U.S. sentiments and may also attempt to target U.S. Government or private interests in Uzbekistan. The Department of State urges Americans in Uzbekistan to exercise extreme caution, including avoiding large crowds, celebrations, and places where Westerners generally congregate. In the past, these groups have been known to conduct kidnappings, assassinations and suicide bombings.

Uzbekistan experienced a wave of terrorist violence in 2004. Three suicide bombings occurred in July 2004 in Tashkent, including one outside the U.S. Embassy. Other targets included the Israeli Embassy and the Uzbekistani Prosecutor General’s Office. The Islamic Jihad Union released a statement claiming responsibility for these attacks.

Multiple attacks also occurred in Tashkent and Bukhara in late March and early April 2004. These attacks used suicide bombers, mainly focused at police and Uzbek private and commercial facilities. In late July, approximately 15 people pled guilty in an Uzbekistan court to charges related to the attacks. The Islamic Jihad Union also claimed responsibility for these operations.

In 2003, the U.S. Embassy received information indicating that terrorist groups had planned attacks against hotels in Uzbekistan frequented by Westerners, as well as against other institutions affiliated with or representing foreign interests.

Terrorist groups do not distinguish between official and civilian targets. As security is increased at official U.S. facilities, terrorists and their sympathizers seek softer targets. These may include facilities where Americans and other foreigners congregate or visit, such as residential areas, clubs, restaurants, places of worship, schools, hotels, outdoor recreation events, and resorts.

In addition, on May 13, armed militants stormed a local prison, released its prisoners, and then took control of the regional administration and other government buildings. By the end of the day fighting broke out between government forces and the militants. There were reports indicating that several hundred civilians died in the ensuing violence. There were no reports of U.S. citizens who were affected by these events.

Although the city is reportedly calm at the present time and all registered American citizens in Andijon have reported with the Embassy, Americans are advised to limit unnecessary travel to the Andijon province due to small pockets of unrest. Some U.S.-sponsored or supported humanitarian organizations have decided at this time not to return to Andijon.

Other U.S. government agencies continue to operate and travel normally throughout the region. According to the Uzbek Ministry of Foreign Affairs, border crossings and all airports, except in Andijon, are currently open.

The U.S. Embassy in Tashkent continues to employ heightened security precautions. U.S. citizens should report any unusual activity to local authorities and then inform the Embassy.

The Uzbek Government maintains travel restrictions on large parts of the Surkhandarya province bordering Afghanistan, including the border city of Termez. Foreign citizens intending to travel to this region must obtain a special permission card from the Ministry of Foreign Affairs, the Ministry of Internal Affairs or Uzbek embassies and consulates abroad.

Americans traveling to or remaining in Uzbekistan despite this Travel Warning are strongly urged to register with the nearest U.S. Embassy or Consulate through the State Department's travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Uzbekistan. Americans without Internet access may register directly with the nearest U.S. Embassy or Consulate. The U.S. Embassy in Tashkent may close temporarily for general business from time to time to review its security posture. The planned attacks target "the lobbies of hotels frequented by westerners in Jakarta," the embassy said in a statement. "The attacks were to occur circa noon on an unspecified date," it said, adding that there is no additional information on the timing for or the method of the attacks. ALGIERS - A suspected al Qaeda agent who divulged a plot to attack Britain is due to go on trial on terror-related charges in Algeria on Wednesday, officials said.
Mohamed Meguerba, 37, was arrested in Algeria in December 2002 after jumping bail in Britain, where he had given police information in the biggest British terrorism case since the September 11 attacks in the United States.

Information he gave interrogators led to the arrests of 100 people in an anti-terrorism sweep in Britain. One of them, Kamel Bourgass, was convicted last week of a plot to launch chemical and bomb attacks.

Meguerba faces accusations of being a member of a terrorist organisation operating abroad and of one active in Algeria. He also faces charges of using fake documents and other more minor crimes....

Fearing extradition, Meguerba told Algerian authorities that plotters in Britain were keeping deadly ricin poison in a skin-cream jar and planned to smear it on door handles. British police did not find the poison but found recipes to make it."

This Travel Warning is being issued to warn American citizens of continued political unrest in Bolivia. The Department of State has authorized the departure of non-emergency U.S. Embassy personnel and all eligible family members of U.S. Embassy personnel and urges all U.S. citizens to defer non-essential travel to Bolivia. This Travel Warning supersedes the Public Announcement issued June 1, 2005.

Since May 16, various groups within Bolivia have conducted protests, demonstrations and blockades to protest the Bolivian government’s hydrocarbons (gas) policy and demand a variety of political reforms as well as the resignation of the President and the dismissal of Congress. The focus of the protests is the capital city of La Paz and the surrounding Altiplano. The La Paz airport remains open, but some flights have been cancelled and others diverted. Travel from the airport to La Paz is subject to sporadic blockades. Roads running north and south from La Paz, to Lake Titicaca and Oruro, are blockaded and closed to travel.

The Department of State has authorized the departure from Boliva of non-emergency employees and eligible American family members of embassy personnel. American citizens should defer non-essential travel to Bolivia. U.S. citizens currently in Bolivia should remain vigilant, monitor local media, review their security posture on a regular basis, and consider departing. Travelers in vehicles should not attempt to pass through or around roadblocks, even if they appear unattended. U.S. citizens who encounter a demonstration should try to depart the area as quickly as possible.

ICE AND GREENVILLE PD TEAM UP TO ARREST A VIOLENT GANG MEMBER
Gang member linked to the “Mara Salvatrucha”(MS-13)

GREENVILLE, SC—A man suspected of being a member of the dangerous “Mara Salvatrucha” (MS-13) gang was arrested here last week by special agents of U.S. Immigration and Customs Enforcement (ICE) and officers from the Greenville Police Department.

William Alexander Castellanos, 22, a citizen of Honduras was convicted in Aug. 2001 in New York on charges of possession of a weapon, public drunkenness, and giving false information to police. He was lawfully ordered removed by an immigration judge in June 2002, but illegally re-entered the country in June 2004. He had been previously deported from the United States on at least two occasions.

Castellanos’ arrest stems from a joint ICE and Greenville PD investigation into gang activity in Greenville.

“The spirit of cooperation among our law enforcement partners is beyond reproach,” said Gregory Sassi, ICE resident agent–in-charge of the Greenville office. “We are united in our determination to find and remove these dangerous criminals from our communities.”

Castellanos is being held at the Greenville local jail and will be taken into ICE custody for removal upon the resolution of the local charges.

Castellanos’ arrest is the latest under “Operation Community Shield,” an ICE national anti-gang initiative launched in March to target members of the MS-13. To date, ICE agents, working with their federal, state and local counterparts, have arrested more than 155 MS-13 members nationwide.

Operation Community Shield is designed to disrupt and dismantle violent gang organizations and prosecute their members by employing the full range of authorities and investigative tools available to ICE. Under this initiative, ICE is employing its broad immigration authorities, both criminal and administrative, against gang members. At the same time, ICE uses its customs authorities to target narcotics smuggling and money laundering and to seek the forfeiture of assets.

Operation Community Shield draws on strong partnerships and cooperation with existing federal, state and local anti-gang efforts. Such partnerships are essential to the success of the initiative and to ensure officer safety during operations

Under Operation Community Shield, ICE has also taken several new steps to help other federal, state, and local agencies identify and target gang members. ICE’s Law Enforcement Support Center (LESC) in Vermont is playing a critical role in this effort. The center is running MS-13 gang member data provided by state and local law enforcement agencies through various ICE and Homeland Security databases to help these agencies identify and locate violent gang members.

The law enforcement actions to date have been conducted in coordination with law enforcement at the federal, state and local levels. ICE will also be working through its 54 Attaché offices overseas to cooperate with foreign governments that are also experiencing gang problems, particularly those in Central America.

The five judge panel did not immediately give their reasons for upholding the original Hamburg state court verdict.

With his student visa no longer valid, Mzoudi now has two weeks to leave the country, said Norbert Smekal, a spokesman for the Hamburg state immigration department.

The process could be delayed, however, if Mzoudi decides to apply for political asylum or take other legal steps, said Hartmut Jacobi, one of his attorneys.

"He has not yet decided whether he will remain here," Jacobi told The Associated Press earlier Thursday."

Mexico plans to deport a Pakistani to the United States to face questions regarding arms trafficking, Mexican authorities said Wednesday.
The Pakistani, who has not been identified by name, was detained Sunday along with three Afghans and a Syrian in the Tijuana area, across the border from San Diego, two Mexican government officials said on customary condition of anonymity.

All five were in the process of being deported to the United States on Wednesday for being in Mexico illegally, the officials said. It appeared the detainees arrived from the United States....

Mexican authorities said they had no evidence the Pakistani or other migrants had any connection to terrorist organizations.

187 ARRESTED IN MAJOR ICE CRIMINAL ALIEN FUGITIVE OPERATION
ICE and New England law enforcement partners arrest criminals with convictions for violent crimes

BOSTON- Bruce E. Chadbourne, field office director for U.S. Immigration and Customs Enforcement (ICE) in New England, announced today 187 arrests throughout New England capping a weeklong operation targeting alien fugitives, most with criminal convictions for violent crime.

Operation FLASH (Fellow Law-enforcement Agencies Securing the Homeland) is part of an ongoing effort to identify and arrest fugitive criminal aliens that were ordered removed by a Federal Immigration Judge but have failed to comply.

The operation is the largest criminal alien fugitive operation ever conducted at an ICE field office. It was supported by ICE Fugitive Operations teams from six states.

“We initiated Operation FLASH to remove dangerous criminal aliens from our streets,” said Chadbourne. “Criminal aliens have a very high rate of recidivism and often re-victimize the community in which they reside. By finding and removing these fugitives, we are able to greatly enhance the public safety of New England and restore integrity to our nation’s immigration system.”

Many of the fugitives arrested during this operation have a history of violent criminal activity that include rape of a child, rape, arson, assault and battery on a police officer, armed assault, armed robbery, intimidating witnesses and threatening murder. Some examples of those arrested in this operation are:

Carl Brown-Harton, a 42-year-old national of Costa Rica convicted of Threatening Murder, Assault & Battery, Larceny, B&E Nighttime.

Antonio Jesus Fontes, a 53-year-old national of Cape Verde convicted of Assault & Battery, Threatening to Murder

Kimleang Ke, a 31-year-old national of Cambodia convicted of Armed Assault, Possession of a Firearm, Assault & Battery and Robbery.

Omar Trochez-Mejia, a 50-year-old national of Honduras convicted of Assault & Battery Dangerous Weapon.

Stephen Ahlijah, a 45-year-old national of Ghana determined to be a Human Rights Violator

Jose Adelino Tavares, aka Joseph Cabral, a 28-year-old national of Portugal convicted of Assault & Battery on a Police Officer.

Soondar Mahadeo, a 48-year-old national of Trinidad convicted of Assault & Battery Dangerous Weapon, Threatening, Intimidation of Witness.

Operation FLASH is a combined effort between Federal, state, county, and local law enforcement agencies across New England and beyond coming together to locate and apprehend fugitives. Participating agencies included: ICE Fugitive Operations teams from Baltimore, MD; Newark, NJ; New York City, NY, Philadelphia, PA; Hartford, Conn.; Boston, Mass.; Manchester, NH; St. Albans, Vermont; Providence, RI; Portland, Maine; ICE’s Boston Office of Investigations, ICE’s New England based Federal Protective Service, U.S. Social Security Administration, Massachusetts Registry of Motor Vehicles, Massachusetts State Police Compliance Unit, Barnstable County Sheriff’s Department, Bristol County Sheriff’s Department, Essex County Sheriff’s Department, Plymouth County Sheriff’s Department, Boston Police Department, Hartford Conn. Police Department, Connecticut Department of Corrections, and the U.S. Marshal’s Service.

The arrests made in this operation are a result of ICE’s National Fugitive Operations Program (NFOP), which is part of ICE’s ongoing effort to restore integrity to the nation’s immigration system. Last fiscal year, ICE removed a record 160,000 aliens from the country. So far this fiscal year, ICE has removed more than 75,500 aliens from the country, including more than 45,000 criminal aliens.

The aim of the NFOP initiative is to reduce the number of fugitive aliens in the United States. Fugitives are foreign nationals who have been ordered removed by a federal Immigration Judge, but failed to comply with those orders.

Currently, ICE has 16 Fugitive Operations Teams nationwide which are designed to identify, locate, and apprehend fugitive aliens for removal from the United States. The President’s budget seeks $8.8 million in enhanced funding in FY 2006 to increase the number of Fugitive Operations teams around the country. In fiscal year 2004, there was a 62 percent increase in the number of fugitive aliens apprehended by ICE compared to the previous year.

In addition to the FLASH arrests, ICE’s New England Field office arrested 571 fugitive aliens so far this fiscal year. Of the arrests resulting from Operation FLASH, 105 were arrested in Mass., 56 were arrested in Rhode Island, 14 were arrested in Conn., 9 were arrested in New Hampshire, 2 were arrested in Vermont, and one was arrested in Maine. Since these individuals have already been through immigration proceedings, they are subject to immediate removal from the country.

The explosion Saturday touched off a fire and gutted the building in Wagna bei Leibnitz, a small town in Austria's wine-growing region, Austria Press Agency reported. Several surrounding buildings were damaged.
