The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

U.S. Cities Stockpile Bioterror Countermeasures

Cities and counties throughout the United States are creating stockpiles of anthrax countermeasures that mirror the drugs available in the Strategic National Stockpile, the Baltimore Sun reported today (see GSN, June 3).

The drugs, purchased with federal money given to cities to prepare for a terrorist attack, are meant to immediately treat first responders in the event of an anthrax attack without having to wait for drugs from the National Stockpile.

“It makes a difference knowing that you can take the medicine immediately and not put your family at risk through exposure,” said fire fighter Randall Owens.

However, one bioterrorism expert was critical of the practice.

“The idea is kind of nuts,” said William Stanhope of the Institute for Bio-Security at St. Louis University. “It presumes it is going to be an anthrax attack, and it presumes that we will know in an instant. ... A bioterrorist attack will not be white powder floating out of the sky. It will not be obvious. It will be covert.”

Stanhope also feared that distributing countermeasures for only anthrax gives first responders a false sense of security.

“There’s a good chance it won’t be anthrax,” he said.

Baltimore, Md., Health Commissioner Peter Beilenson said the city would not distribute any countermeasure before the situation is carefully analyzed.

“I’m a doctor. My first concern is to do no harm,” said Beilenson. “We’re just trying to be proactive and do the right thing with this [homeland security] money in a very smart, targeted way.”

A second public health official said the stockpile was necessary because it would take too long to distribute countermeasures from the National Stockpile.

“There is a difference between getting several trailer-loads of drugs to a central location in a state and then unpacking trailers and boxes and dividing the drugs into county sizes and dispersing them to the public,” said Diane Matuszak of the Baltimore Health and Mental Hygiene Department. “You would want the [antidotes] in the hands of every citizen within 48 hours” (Greg Barrett, Baltimore Sun, June 6).

Meanwhile, researchers from Canada and the United States said post-attack anthrax immunization and antibiotic therapy is more effective than pre-attack vaccination.

In the event of an anthrax attack, “post-attack prophylactic vaccination and antibiotic therapy is the most effective and least expensive strategy,” said researcher Robert Fowler (Biotech Week, June 8).

i dont think they let the public know about the gauge they do have on them anymore because on cnn I remember seeing 'chatter level is low-authorities worried' eom or daleel said on the NOE page (linked off there) that the more silence, the worse.

I miss the cnn updates!

but yes, awfully quiet.

Baghdad, 7 June (AKI) - When travelling, wear jeans and carry a walkman - try not to look like an Islamic fundamentalist - and for precise instructions on how to link up with Iraqi groups "contact the Salafite jihadist exponents in your own countries". These are just some of the travel tips and suggestions provided on an Islamist internet site for potential al-Qaeda recruits from various Arab and Western countries who have signalled their desire to go to Iraq to fight against the American troops.

"The route to Iraq for mujahadeen who want to reach the country of two rivers" is the title of a message that appears on a prominent Islamic internet forum often used by the al-Qaeda network. "To reach Iraq, you will need detailed instructions," notes the message, signed by "Doctor Islam", "not just on how to get to the country, but on how to enter one of the mujahadeen groups there."

The instruction booklet begins with the recruiting phase, which is normally used by Salafite imams in Arabic or Western countries. "The Salafite Jihadists are spread throughout various countries. Many are under surveillance or hunted by the police, but despite this they manage to send zealous young people to Iraq. They [the recruiters] are not far away but among us, though you will need Allah's help to reach them, as on making contact, we could be accused of terrorism."

The instructions confirm the crucial role of fundamentalist Imams in recruiting aspiring guerrillas for the Jihad in Iraq, but technology also plays a part. "Some of these Salafite mujahadeen participate in our forums" the message says, "and if they do not post many messages it is because they are involved and being hunted by the tyrants".

According to the report, there is the risk of fraudsters even in the recruitment of Islamist terrorists, people who take advantage of the passion of aspiring jihadists to rob them. "Brother, beware of the lies that you find on forums, of those who say they know the way of the Jihad and ask for money. Never give them cash unless they are trusted people in whom you have great faith".

After contacting the mediator via the Internet or through Salafite imams, the would-be guerrillas, bearing a letter of introduction and the exact details of the armed unit they will join, must physically get to Iraq running as few risks as possible. The only route seems to be via Syria, it notes.

"These Salafite jihadists send small groups to Iraq through Syrian territory, but be aware of the Syrian regime which has begun to make entering and leaving the country more difficult. Enter Syria through Turkey, but you will need the help of people who know the procedure," it advises.

The text also warns of potential dangers and what to do if encountered: it is possible that you may be arrested by the Syrian forces. This is most likely to happen if you are not organised, as the Syrian regime tends to turn a blind eye to mujahadeen who use secondary roads or who make their way to Iraq passing only through border towns."

For the journey, the internet forum encourages recruits to wear jeans and carry a walkman with a pop music cassette, so as not to look like a fundamentalist. They are also warned not to inform their families or friends about their plans.

"The organisation of al-Qaeda in Iraq is the group that, more than any other, welcomes mujahadeen and has links with the al-Qaeda cells present in all Arab countries and many other foreign nations," the message concludes.

It is not the first time that messages have appeared on such sites with indications on how to get to Iraq and join up with a terrorist cell, but the latest message is more detailed and possibly a response to enquiries by a growing number of aspiring suicide bombers or terrorists.

Undercooked Turkey Blamed For Salmonella Outbreak

More Than 300 Became Ill

COLUMBIA -- The state health department said undercooked turkey is most likely the cause of the salmonella outbreak that sickened more than 300 people and killed a Lugoff man. Dr. Jerry Gibson of the Department of Health and Environmental Control said the investigation consisted of interviews with sick people who ate at the Old South Restaurant in Camden between May 19 and May 22.

Gibson said other food items also can't be ruled out. The agency tested about twenty specimens from those that were ill. DHEC's investigation found equipment that was not working properly and that may have led to the outbreak..

This is not the first time Maher has cast aspersions on the military. Nor is he alone in his opinion of military personnel as America's societal residue.

Two years ago fellow liberal New York Times reporter Chris Hedges remarked during a commencement speech he made that the military consisted of, "boys from places such as Mississippi and Arkansas who joined the military because there were no job opportunities."

About a year ago Newsweek magazine wrote an article about Pat Tillman. The article, co-authored by Newsweek editor Andy Murr, stated, "American troops tend to be working-class or poor, disproportionately black, brown, or rural..."

When asked the source of this information, Mr. Murr's said it was possibly "clips." He did not think it was a scientific study.

In that same edition of Newsweek, Anna Quindlen also repeats the canard. She cites as her source a cheer by the Radical Teen Cheerleaders, "Hey Bush/Who fights your war/Just minorities and the poor."

The New Republic editor Peter Beinart wrote in a piece about the military, "This week, the papers were filled with the heartbreaking story of Pat Tillman ….Tillman's story is so moving in part because it is so anomalous. …the gulf between the military and the rest of American society is wider than it has been for generations."

What is Beinart's proof of this gulf?

For one he states that," more and more, troops hail from the South and West, and from military families." Why this is more of a concern than the idea that more and more journalists may live in the Upper West Side of Manhattan is not known."

Well now, that is a deep question, all4one as in by now, pilots should know to check the wheel wells before taking off.

Secondly, these people in the plane wheel wells obviously aren't planning to visit the USA LEGALLY; so that's a no-no right there.

ARTICLE SNIPPET: "NEW YORK -- A body part apparently fell from the wheel well of a plane coming in for a landing on Tuesday at John F. Kennedy Airport and landed in a suburban backyard, authorities said.

More remains were found on a South African Airways flight after it landed at Kennedy, said Tony Ciavolella, a spokesman for the Port Authority of New York and New Jersey.

Federal Aviation Administration spokesman Jim Peters said a Customs agent meeting the plane, Flight 203, after its landing at Kennedy's terminal three discovered a leg hanging from the left wheel well section.

Police suspect the remains were that of a male stowaway, Ciavolella said. He would not confirm that the incidents at the airport and Long Island were related, saying, "It's still under investigation."

Messages left with South African Airways were not immediately returned."

OPINION: Just like jihad is global; the possibility of targeting children is also a potential global threat.

Why is this done?

Because children are vulnerable.

Lawyers: Suspects Not Tied to Terror Group
By MITCH STACY, Associated Press Writer

Attorneys for three terrorism defendants told jurors Tuesday the men were never associated with the Palestinian Islamic Jihad and had innocent explanations for comments that were wiretapped by investigators.

Federal prosecutors say Sameeh Hammoudeh, Ghassan Zayed Ballut, Hatem Naji Fariz and their co-defendant, Sami Al-Arian, a fired University of South Florida professor, worked to raise money in the United States to further the goals of the Palestinian Islamic Jihad. The group, listed as a terrorist organization by the State Department, is blamed for more than 100 deaths in Israel, the West Bank and Gaza Strip.

But in opening statements Tuesday, lawyers for the three men being tried along with Al-Arian painted them as family men who supported the Middle East peace process and were dedicated to providing legitimate charity to the needy in Palestinian territories.

Al-Arian's attorneys and prosecutors had presented their opening statements Monday.

Defense lawyers maintain prosecutors will be able to provide no evidence directly tying the men to the terrorist group or any criminal activity. And they said there are reasonable explanations for evidence offered by prosecutors, including the wiretapped phone calls.

"It's the interpretation of these circumstances that becomes critical during this trial," Hammoudeh's attorney, Stephen Bernstein, told jurors.

Al-Arian, 47, and the others face a 53-count indictment that includes charges of providing material support to terrorists, racketeering and conspiracy. The trial in federal court in Tampa is expected to last at least six months. Five other men have been indicted but have not been arrested.

On Monday, federal prosecutor Walter E. Furr III characterized Al-Arian as one of the most powerful figures in the Palestinian Islamic Jihad, which he described as "an armed, criminal group of violent thugs."

He said the co-defendants worked alongside him to support terror bombings in Israel and Palestinian territories, using an academic think tank and a Tampa charity founded by Al-Arian as fundraising fronts.

Al-Arian's attorney, William Moffitt, characterized his client Monday as a scholar and political activist who spoke out with strong words against Israel but committed no crimes. Al-Arian, Moffitt said, is being targeted because his views are largely unpopular.

Hammoudeh, 45, is a former graduate student at USF and an administrator at the Islamic Academy of Florida founded by Al-Arian. Fariz, 32, managed a medical clinic in Spring Hill, while Ballut, 43, is a small business owner from the Chicago area.

The government built its case around wiretapped telephone calls and faxes beginning in late 1993 or early 1994, Furr told jurors. Conversations, faxes, financial transactions and other evidence would solidly link the defendants to the PIJ and terror attacks, Furr said.

But defense attorneys disagreed, saying once jurors learn about the circumstantial nature of the evidence, they will conclude the men had no criminal associations.

"This case is about people," said Fariz's attorney, Kevin Beck. "It's about getting to the truth, and months from now I think we'll get there."
