The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Threat Matrix - Daily Terrorism Threat
Threat Matrix: U.S. Terrorism
Expert: Al-Qaida Has Presence In South Florida
Full Story

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

"Increased Security Could Cause Ferry Delays"
Updated: Friday, Jul. 8, 2005 - 6:20 PM

By LOLITA C. BALDOR
Associated Press Writer

ARTICLE SNIPPET: "WASHINGTON - The U.S. Coast Guard has ordered large ferry operators to step up security on more than 300 passenger ships across the country following the terrorist attacks in London.

The heightened security could cause delays for passengers because of increased screening of vehicles, more identification checks and more law enforcement officers patrolling the ferries.

Coast Guard vessels will escort ferries, and recreational boaters should be aware of security zones and restricted waters around marine transportation routes, said Lt. Commander Jeff Carter, a spokesman.

"We have no specific intelligence indicating a direct threat to ferries," said Carter. "However, it is prudent to increase security on this vital transportation link that carries more than 135 million people each year.""

"Chinese labor for oil drilling eyed in Colo."
By Andrea R. Mihailescu
UNITED PRESS INTERNATIONAL
July 11, 2005

ARTICLE SNIPPET: "Canadian oil giant EnCana is considering bringing in Chinese companies to construct and operate drilling rigs in the Colorado Rockies, as the region struggles to keep up with demand and rising energy prices.

EnCana, a major player in the Piceance Basin of western Colorado, said Chinese labor is cheap and the workers are well-educated. The move would be scrutinized in Washington, where politicians are uneasy about allowing Chinese workers to acquire access to U.S.-based oil and gas facilities."

"Arabic words go free in jails"
By Joel Mowbray
SPECIAL TO THE WASHINGTON TIMES
July 11, 2005

ARTICLE SNIPPET: "The federal Bureau of Prisons is holding 119 persons with "specific ties" to international Islamist terrorist groups, yet has no full-time Arabic translators or a system to monitor their communications, The Washington Times has learned.

A congressional aide said Bureau of Prisons officials maintain an informal list of 17 employees who are proficient in Arabic. The prison officials acknowledge, however, that none of the workers had been tested to determine Arabic fluency or undergone a special screening or background check, the aide said. "

CHRISTIAN CHARGED UNDER PAKISTAN'S BLASPHEMY LAW
Health Apparently Deteriorating While in Jail

The health of a Pakistani Christian arrested in late June, and charged under Pakistan's blasphemy law, appears to be deteriorating.

According to a news release from the All Pakistan Minorities Alliance (APMA), police arrested Yousaf Masih, 60, 40 kilometers east of Peshawar, NWFP, Province of Pakistan, on June 28. He was charged with blasphemy and desecration of the Koran (www.assistnews.net/Stories/s05070004.htm).

A recent news release from APMA described Masih's current condition.

"A man with broken teeth, untidy hair, sleepless eyes, restlessness, with scratches all over his body, wearing a broken chain with broken cross around his neck was brought to a separate room in the ... jail ... to meet his (wife and) family ... and (an) APMA delegation. As soon he saw his family, he burst in to tears and cried, ‘Save me, they will kill me.'"

According to the news release, on a recent visit Masih tearfully greeted the members of his family. APMA reported that the atmosphere of the room was "gloomy" and Masih's condition "pathetic."

After APMA officials prayed with Masih, he said, "I believe Jesus Lord will save me. He is the Lord of living, mightier than the rulers of this world."

According to APMA, Masih reiterated that he did not desecrate the Koran. He told APMA, "I am falsely blamed."

Masih told APMA officials that he had received "ruthless treatment" following his arrest.

APMA reported that Masih "was tortured badly. It was evident from the broken teeth and bruises he showed us on his body."

According to APMA, when Masih's fellow Muslim inmates knew what Masih was being charged with, they "abused him" and said that a blasphemer deserved to be killed. When the jail authorities found out what was going on they placed Masih in isolation.

When Masih was told by APMA officials that people worldwide were praying for him, APMA said he was "spiritually and psychologically strengthened and said, ‘I am innocent, please save me and my family.'"

The jail superintendent told APMA that Masih's life is in danger. "I fear that any criminal in the jail may take an opportunity to kill him, with an intention to inherit paradise and be forgiven. We are doing our best to protect him."

After seeing Masih's medical condition and the hostile environment in the jail, APMA and Masih's family members filed an application for bail. While officials were initially reluctant to hear the case due to its "sensitivity," APMA reported that a judge ultimately agreed to hear the application, and an exact date for doing so is pending.

According to APMA, a number of local Islamic organizations are demanding the death penalty for Masih and are holding demonstrations to press the point.

In addition, APMA reported, "Christian residents of Nowshera (www.world66.com/asia/southasia/pakistan/nowshera) are living under constant threats, fear and harassment. Some of them already have migrated to other places due to possible threats, and those who are staying ... report (experiencing) ... hostility (and ruthlessness) in the area."

Shahbaz Bhatti, APMA Chairman, asked in a news release for prayer for the entire Masih situation. He said, "Kindly pray for Yousaf Masih and his family protection and justice. Kindly pray for APMA members and lawyers who will be pleading his case, as any mishap can occur due to (the) current hostile and threatening situation ... Your prayers can save the life of Yousaf Masih and his family."

According to the World Evangelical Alliance (www.worldevangelical.org/persecute/persec_pakistan_ii_28oct03.html), "APMA is a coalition representing Pakistan's non-Muslim religious minorities (Christian, Hindu, Sikh, Balmeek, Bheel, Maingwal, Zoarastrian, Bahai and Kelash communities). Using advocacy and lobbying, APMA "raise(s) minorities' issues and concerns with the government authorities, parliamentarians, human rights organizations and media."

APMA, the World Evangelical Alliance statement continued, is assisting many victims of "discriminatory laws and blasphemy laws and also supporting and protecting victims of terrorist attacks of Islamic militants especially since 11 Sept. 2001 ... APMA is struggling to protect and ensure religious freedom in Pakistan."

21 arrested as police find suspect

21 arrested as police find suspect device

Jul 11 2005

By Campbell Docherty and Neil Connor

People were evacuated from their homes last night after West
Midlands Police found a suspect device during raids which resulted in
21 arrests.

Farm Road, in Rowley Regis, Sandwell, and neighbouring streets were
sealed off as a bomb disposal team dealt with the suspect package,
which was discovered to be a black box containing a stopwatch and
wires.

There was no controlled explosion and the box was taken away for
further examination. A man was arrested at the property.

Armed officers were involved in the operation in which 15 men and six
women aged 13 to 35 were detained and a firearm also recovered.

Police said it was part of a long-standing investigation into gun crime
and none of the arrests were under the Terrorism Act but senior
officers said they were keeping an open mind and investigations were
continuing.

It came less than 24 hours after Birmingham city centre was paralysed
when more than 20,000 revellers were evacuated from pubs and clubs
and four suspect devices blown up in controlled explosions. None were
found to be explosive.

Yesterday, at least two more controlled explosions were carried out in
Birmingham, in Kingstanding and Bartley Green. Again, both devices
were later deemed to be harmless.

The Rowley Regis residents were allowed to return to their properties
at 10pm, more than six hours after the initial scare. One, Paul
Fletcher, said police officers wearing breathing apparatus and carrying
machine guns had forced their way into the house.

“It looked like they used tear gas,” he said. “They went in with
Alsatians, then came out with the man’s wife and his daughter and
then brought him out in handcuffs.”

Meanwhile, as West Midlands Chief Constable Paul Scott-Lee defended
the decision to carry out a mass evacuation of Birmingham city centre
on Saturday night, a security expert raised the spectre of a second
terror group operating in Britain.

Sean McGough said there was the possibility another group, not linked
to last Thursday’s London outrage, prompted the West Midlands force
to clear pubs and clubs on the busiest night of the week.

It is believed police received specific threats which, combined with
calls from members of the public about suspicious packages, forced
them to act.

Mr Scott-Lee yesterday insisted there had been a “real and
significant” threat to lives.

“I can tell you that, bearing in mind the current world climate, the
information we received posed a real threat to the lives of people in
the city centre,” he said. “I believe this threat was significant for me
to authorise this evacuation.

“The packages were incidental to the threat we were responding to.”

Mr Scott-Lee would not go into details about the specific threat. A
security source also told The Birmingham Post Saturday night’s actions
were “a local issue” and not connected to the London bombings.

However, Mr McGough, a specialist in terrorism at Birmingham
University, said suggestions about a specific threat raised the
possibility that a group unconnected to the London bombings may be
in the region.

Chinese rigs, crews arriving in western Colorado
The Daily Sentinel ^ | July 07, 2005 | GARY HARMON

Posted on 07/11/2005 12:54:02 AM PDT by primeval patriot

Some Chinese drill crew members already have arrived in western
Colorado, preparing to start drilling for natural gas in the Piceance
Basin.

An official with Denver-based Western Energy Advisors, which brokers
arrangements for the Chinese crews and exploration and production
companies, said he was unfamiliar with specific crews’ schedules, but
that some crews and rigs could be expected to arrive in western
Colorado now.

Several western Colorado residents on Wednesday reported seeing
drill rigs arriving or being set up in the area.

Western Energy Advisors worked with federal agencies to arrange for
visas for the Chinese crews, said Bill Croyle, a partner in Western
Energy.

One hurdle the company had to clear was to show that the jobs
couldn’t be done by American citizens or legal residents.

That wasn’t difficult to show, Croyle said, citing the loss of “a million”
domestic jobs among major oil companies over recent years, as well
as reductions among smaller employers.

Much of the domestic exploration and production industry is “just
gone,” he said. Rigs have been trucked in from Canada and elsewhere
for drilling in the United States.

I have linked this to your article, it is important to us, as it appears we (America) has slept thru our takeover.

China has been buying mining companies and may own our best mineral ore bodies already.

Do you work with Noranda Mining Company?

I read that China owns it?

Of course, there is Google, thought you might have first hand info, I am out of date on my personal knowledge of the mining companies in this area.

Noranda was buying in this area 10 to 20 years ago, as I know people who sold to them. We have copper, lead, moly and the rare earths, also lead and zinc.

I should have mentioned that the WMD document in the link I posted is in pdf format only; it doesn't appear to be available in another format. Adobe acrobat is needed to read it unless someone knows how to convert the pdf. I have the free version of adobe, so I don't think I can convert the document with it. I tried and couldn't.

"Subway attacks in Spain and now England. Don't forget the one in Asia years ago by the death cult. It's a soft target and we may be next."

Massive security at Penn Station this morning. Lots of National Guardsmen, NYPD, Amtrak PD, bomb sniffing dogs, ambulances on standby. P.S. - Everyone stay alert (FWIW - today is 7/11)

Are You Prepared For A Subway Emergency?

By Eyewitness News' Marcus Solis

(New York -WABC, July 8, 2005) — The heightened security in our area is visible and obvious once again. Police officers clearly visible at Grand Central terminal and other busy train stations and the NYPD announced today that its officers will start riding New Jersey Transit trains a part of a new cooperation agreement.

Security at the stations is one thing, but what happens in the tunnels during an emergency? Just how easy is it to get out? The answers are not very attractive.

Eyewitness News reporter Marcus Solis will have the full story tonight on Eyewitness News at 6:00 p.m., but until then you can visit the MTA online for the latest on subway and bus evacuation procedures. www.mta.nyc

More Police in NYC Subway - Cell Phone Service Shut off in Tunnels

By Eyewitness News' Carolina Tarazona

(New York -WABC, July 11, 2005) — A cop on every subway train: That's what you can expect to see again today in the wake of Thursday's bombings in London. This morning Mayor Bloomberg is telling the MTA to hurry up and improve its security. Eyewitness News' Carolina Tarazona is in Times Square with the story.

Seven million riders use the subway, and to ensure they get to their destinations safely you will continue to see heightened security underground.

Police are doubling police patrols again this week, enough to put an officer on every train.

Even New York's elite Hercules unit is on the job. And while police officers are trying to stay one step ahead, Mayor Bloomberg is blasting the MTA for being one step behind.

And with thousands of officers on the job, the mayor says it's important that the public stay alert and call 911 if they see anything suspicious.

Am MTA spokesperson says they share the mayor's frustrations, but it takes a long time to design and set up a brand new security system.

As an extra precaution, the NYPD has disabled cellphone service in all of the city's tunnels. The move is to prevent any possible terrorists from detonating a bomb. The MTA says service will remain off until further notice.
