SACRAMENTO (AP) - The latest attempt to provide driver's licenses for illegal immigrants passed the state Senate on Thursday, after proponents tied the measure to the state's compliance with a new federal law intended to deter terrorists.
The bill by Sen. Gil Cedillo, D-Los Angeles, includes provisions that restrict how the licenses can be used and what they would look like. Cedillo said the federal law signed by President Bush last month forced him to accept restrictions he previously rejected.
The measure passed 22-16, sending it to the Assembly. The federal REAL ID Act requires states to verify that people who apply for a driver's license are in the country legally. But it also gives states a choice of whether to issue "driving only" licenses to illegal immigrants, as long as those licenses are marked by color or design as being different from a regular license. They also must state that the license cannot be used as an official identification card.
"This bill is about public safety. Millions of Californians are in jeopardy every day" from illegal immigrants who lack driver training and insurance, said Sen. Richard Alarcon, D-Van Nuys, whose son was killed by an uninsured driver.
Sen. Tom McClintock, R-Northridge, accused proponents of using the federal law to disguise their attempts to give licenses to illegal immigrants. The federal deadline for adopting regulations isn't until January 2009.
"It is not about public safety ... it's about illegal immigration," said McClintock, who voted against the bill.
He said passing the measure means that "it's the official policy of our state to ignore federal immigration law. ... We are accommodating them in the violation of federal law."

I just returned from a visit to your area. Job interview, actually. Your real estate prices are skyrocketing because Tampa/St. Pete/Orlando is the #1 retirement area in the nation for the snowbirds. You receive something like 2000 every month.
Plus, there are apparantly few laws governing the ethics of real estate agents, according to one builder with whom I spoke. He said agents will buy newly listed properties for themselves, then resell. He said these realtors are even buying newly listing building lots before the public has a chance.
I don't think Californians are your problem. IMHO.
What am I missing? I dont understand. Instead of giving them drivers licenses, why not deport them instead?
I HOPE I never hear these words spoken by any politician again, because it is NOW an out and out LIE!!
"WE ARE A NATION OF LAWS...NOT OF MEN!!"
Even if officers know they're illegal (even if they know they're in a gang), they have to commit a violent crime before their legality can be addressed.
Reminds me off that Pulp Fiction dialogue.
"Yeah, it breaks down like this: it's legal to buy it, it's legal to own it and, if you're the proprietor of a hash bar, it's legal to sell it.
It's legal to carry it, which doesn't really matter 'cause -- get a load of this -- if the cops stop you, it's illegal for them to search you.
Searching you is a right that the cops in Amsterdam don't have."
He does and he's done.
(Denny Crane: "Sometimes you can only look for answers from God and failing that... and Fox News".)
Ours is not to reason why, ours is but to watch our country slip away.
That's okay. You're not expected to understand, since you obviously don't live in California. BTW, where do you get "moderate Mexican-Americans and US Hispanics" from, and what do you mean by it? Complete sentences, please.
You are STARTING to like McClintock??
Well.... better late etc. Welcome aboard the sanity express.
Hello, DoughtyOne. Haven't seen you around for awhile.
By the way, "this one"? McClintock always tells it like it is as far as I can tell. That's why so many people think he's "unelectable" in Kalifornia - - he's not a scumbag.
Regards,
LH
Imagine... that in this great land of ours, we pass laws that stipulate what rights persons, who have entered and remain in our country illegally, have. Imagine... that the legislators who create these laws are paid by our tax money, they eat our tax money, they travel on our tax money, they will retire on our tax money, paid by we who have the rights AND the responsibilities of citizenship.. Imagine. Oh wait, it already happened!
Correct me if I'm wrong, but the secret intent behind the Real ID bill is to make sure illegal aliens don't vote. As long as they don't use the licenses to vote, I really don't care if they are able to drive legally- they can do that anyway with their Mexican licenses.
Thanks for the comments. I didn't mean to make an implication regarding McClintock on other topics.
I did take some time away from the forum. There are times when I get more than a little miffed at what 'conservatives' don't give a damn about.
Take care.
I've come to the conclusion the the elected representitives don't give a damn about voter's.
Look at the illegal immigration problems---gay marriage. It goes on and on.
I believe our wonderful federal law prohibits states from deporting illegals. Sweet, isn't it?
They can use their licences to vote, and to buy guns. They can go to another state and get a different state license when they move, and then they vote and drive in your state, and can get food stamps too.

"Yeah, it breaks down like this: it's illegal to be here, it's illegal to bring you here, if you're the proprietor of a construction/lawn/restaraunt/nuclear power-plant or other company, it's illegal to hire you.
It's illegal for you to drive, which doesn't really matter 'cause -- get a load of this -- if the cops stop you, it's illegal for them to ask your legal immigration status, even if your driver's license is color-coded.
Determining if you're illegal is a right that the cops in America don't have."
Something like that.
