very probably you are wrong. perhaps he WANTS to live in a garage apartment at his daughter's place. and running away and joing a commune doesn't constitute abuse of any kind, let alone financial abuse (whatever that is).
if you're fishing for a reason to pillory the guy and his family, i recommend using another bait.
If she is taking his pension checks and using the money to support herself, and NOT provide care for him..then she is abusing him..and defrauding him..she's doing his banking..she spends the money..I'd wager that he gets at least $4k grand a month..he could live very comfortably in some lovely senior care residences for a lot less than that..
It is a possibilty. Her statement about paying bills does raise a red flag.

That she ran away to join a commune does not address her attitude towards her father, but it does suggest a weak mind and an inferior sense of adulthood and responsibily.
If her father is in fact mentally incompetent, it is not much of a stretch to infer a probable inclination to exploit a minimum effort golden opportunity.
