New senate rule... actually MAKE THEM FILIBUSTER! If they want to call filibuster, make them get up to the podium and start talking. Bring in the cots and order some Chinese takeout. Force them to actually do it.

Sorry, but he can use the constitutional option anytime he wants especially on non judicial nominees. The agreement, which frist didn't agree to by the way, only applies to Judicial nominees, frist is free to call a vote on the rules anytime he wants as far as Bolton goes, actually he can do it on any nominee, including judges. The agreement is worthless having only been signed by 14 senators, none of them the republican senate leaders.

He cannot 'push the button'. The RINO vote is too large. No, his only hope is to make such treachery so painful to the RINO that they never, ever do this sort of crap again.
He should remove ALL the RINOs from all important senate committees and send them to meaningless ones.
