You can get Apt for RH9, and the first thing I'd do after getting it is opening a root terminal and typing "apt-get install synaptic". You'll also want to add the addresses of the repositories you want to download from. In Debian, you'll want to put these in "/etc/apt/sources.list", but if it's not there, just do a search for "sources.list". Once your sources are in place, it should all be point and click. I'd bet YaST (I think I referred to it as yum earlier) is probably also available.
