That was my first thought.
My second was this:
An armed thug breaks into your home. You own a registered firearm, get the drop on him and capture him. His firearm was illegal.
The city you are in is going through a budget crisis. When the city cops report that a burglar was arrested in your home with an illegal firearm, they seize your house and sell it.
The city wants a nice property? Send in an informant with an illegally possessed firearm.
That's what I was thinking, this really opens the door for corruption.
And what is an "illegal" gun, maybe a pistol your grandpa gave you that never was registered, and you lose your entire life's accumulation. It's a stupid, stupid law, I'm sure it won't pass.
Better yet, toss a gun onto the property of every Democrat politician in NJ, then call the police. Make sure Louis Manzo is the first one.

Not necessary, just let the cops know and they'll bring an illegal gun themselves, and save you the trouble.
