Part of that arrangement was that Mexico and the US cooperated in sealing the southern border, so only those Mexicans specifically admitted, crossed that border. Wow, now there's an idea that hasn't been tried in a while.

Yes...you are right. One of the key elements of that program...or so Ive been told by a person with experience in it...is that only the workers themselves came over...NOT their families and dependents too.
Of course...we also didnt have the entitlement mentality quite as bad back then either...
