It means they want to pretend like there wasn't really a problem in the first place, and that the MMP didn't really have any effect at all. Ah. Seems to me it would make more sense (for those opposed to protecting our borders) to increase arrests after the Minutemen were gone... then they could say, "See, who needs them guys?"
How about this... If arrests go up, it's because the Minutemen directly handed them over to the BP or herded them to BP because of their prescence.
If arrests go down, It's because the word is out amongst the illegals industry to wait awhile.
