How about this... If arrests go up, it's because the Minutemen directly handed them over to the BP or herded them to BP because of their prescence.

If arrests go down, It's because the word is out amongst the illegals industry to wait awhile.

That would be my take also. Which means lowereing arrests would make the minutemen look more effective, not less.
