State law requires children to get their parents' permission to obtain an aspirin at school, but not to get a two-inch, 12-gauge needle run through their tongue at a piercing shop. Assemblywoman Sharon Runner claims the lack of regulation over piercing is ludicrous, and that California has a vested interest in protecting minors from putting holes in themselves.
"I think parents need to know exactly what their children are doing when it's something that might affect their health and welfare for the rest of their lives," the Lancaster Republican said.
Runner has proposed legislation, Assembly Bill 646, that would ban the piercing of minors' lips, noses, eyebrows, tongues, navels - anything but earlobes - without a parent being present or submitting notarized consent. Violators would be subject to fines up to $250.
Runner's proposal basically would reinstate a law that expired Jan. 1. When the old parental consent law passed the Legislature in 1997, lawmakers asked that it be given an expiration date to ensure re-evaluation of the policy.
Piercing provides a way to attach jewelry to various parts of the body. Shops currently decide for themselves whether to set a minimum age limit.
AB 646 recently cleared its first legislative hurdle, the Assembly Public Safety Committee, by a vote of 5-1. Assemblywoman Jackie Goldberg, D-Los Angeles, cast the only negative vote.
"I don't think it's a health issue; it's a lifestyle issue," Goldberg said. "Kids are going to do things to show their independence from their parents. I just don't think we should go down that road."

No consent required. However, there is a ballot initiative in the work to change that.
Never understood how persons under 18 could legally get nipple and genital piercings. It requires an adult (the only ones who can be licensed to perform piercings) to hold sexual body parts to modify them for the purpose of sexual stimulation.
Why isn't this a crime? Underage kids cannot legally consent to sex with an adult, no matter how much they beg.
And such piercings are done on minors.
