U.N. seeks to quash oil-for-food subpoenas

UNITED NATIONS - The United Nations filed a petition in a U.S. court Monday seeking to block a former investigator from giving Congress documents that he took with him when he quit a probe of the Iraq oil-for-food program.

The highly unusual petition aims to quash three congressional subpoenas for Robert Parton, an ex-FBI agent who quit the U.N.-appointed Independent Inquiry Committee in April, reportedly because he believed it ignored evidence critical of U.N. Secretary-General Kofi Annan.

Parton has already turned over documents from the investigation to the House International Relations Committee in response to a subpoena. He is also under subpoena from two other House investigations.

The chief of the U.N.-appointed investigative committee, former Federal Reserve Chairman Paul Volcker, sought the court petition, and the United Nations filed it on his behalf. Volcker says release of the documents could jeopardize his investigation and put witnesses' lives at risk.

"This action is out of concern for the protection of the witnesses and the confidentiality of the investigation," Volcker's committee said in a statement.

The petition, filed in U.S. District Court in Washington, asks that Parton be barred from giving more documents and that all documents he has given out so far be returned.

Annan created the Volcker probe last year to investigate fraud in the $64 billion program, but the probe has itself been thrust into the spotlight over accusations that it covered up evidence critical of the U.N. leader.

The oil-for-food program allowed Saddam Hussein's government to sell oil and use the proceeds to buy food, medicine and humanitarian goods during the U.N. trade embargo, but it became a tool with which the Iraqi dictator stole billions of dollars.

In an interim report March 29, Volcker's panel concluded there wasn't enough evidence to prove Annan influenced the awarding of an oil-for-food contract to a Swiss company that employed his son, Kojo Annan.

But it faulted him for not properly investigating allegations of conflict of interest in the awarding of the contract, and Volcker's committee denies it ignored any facts about Annan.

Volcker's committee claims Parton is still subject to U.N. immunity and therefore exempt from congressional subpoenas. It has accused him of violating his confidentiality agreement by taking the documents when he quit.

In a statement released through his lawyer Monday, Parton said he kept the documents "because of my concern that the investigative process and conclusions were flawed."

Parton said he had repeatedly expressed his concerns to the committee and wanted to keep a record that showed he wasn't associated with the conclusions it made.

In another statement Monday, Parton's lawyer, Lanny Davis, said Parton would comply with the congressional subpoenas unless the court ordered him not to.

"We trust and expect that if a federal court so orders, the Congress will refrain from seeking to hold Mr. Parton in contempt," Davis wrote.

Subject to immunity? What an unusual position to take. Normally, immunity, even involuntary immunity, works the other way.

It appears to me that Mr. Volcker is not merely stretching a point, he is bending this argument all out of shape. I wonder if this augurs interesting information coming out eventually from Mr. Parton's papers.

I would love to find out the Clintons were involved. This is their type of scandal; brash, in-your-face, and when the investigation starts, deny, deny, deny. Pretty soon, OPeds in the NYT, Slimes, and Compost will decry the congressional investigation and names will be leaked..

Never thought I'd hear myself say this, but go Lanny Davis! The United F*****g Nations trying to dictate the course of United States Congressional business. That'll be the day. And that goes for any court that tries to stop them.

Maybe this is a strategic move putting Lanny Davis in charge of defending the whistle blower. The MSM will have a tough time trying to demagogue him.

Lanny Davis is not by a long shot the worst of the Clinton gang. He knew George Bush at Yale and has often defended him from the more idiotic attacks. Sure, anybody who links himself to the Clintonistas has plenty of baggage, but Davis seems to have retained at least some shreds of decency.

I figured Volcker was somehow involved with TOFF. It seems my suspicions are bearing fruit. Why would he block investigations and subpoenas from a body (The Congress) he is very familiar with? Because he has something big to hide!! He and Kofi are in cahoots with so many others in TOFF Program, and will do anything and everything it takes to bury any evidence implicating them! IMHO!

And Now this:

What about our military and coalition personnel who have lost their lives or been wounded? Because of TOFF Program, Sadaam skated for 12 years, brought war on himself and his army and has cost the lives of U.S. soldiers. Again, Volcker and Kofi have a lot to hide!!!

Damn right! Volcker is covering for Kofi and others, Chirac? Putin? Schroeder? Clinton? All the while our soldiers and our allies are under fire.

The guilty need to be revealed and put before a firing squad.

I hope Lanny does the right thing but I have seen him defend Bubba way to many times to give him any trust whatsoever. I just don't trust the Clintonistas, former or present.

I don't think there is much question that Volcker is doing a little league job of covering-up for coffeeee cup but the big question is who hired him and why?
