That is the crux of the matter. Hypothetically, if your daughter is raped, her rapist convicted, and she starts using illegal drugs to cope, and is busted and convicted on drug charges, when she and the rapist are released from jail, the rapist can get federal aid, your daughter can't.
People who had drug convictions from the 1970's have been denied federal aid, even though they are now married with children and had a 20+ year career, but were downsized and need retraining. Yet the crazy murderer rapist who spent 20+ years in jail, when released, is eligible for federal aid. If that isn't ideologically driven social engineering gone over the cliff, then nothing is.
