Perhaps the distinction between fusion and fission weapons is warranted. However, the threat of EMP is hardly limited to terrestrial assets. Low earth orbiting satellites are also at risk from such a detonation. While the loss of these LEO's would hardly be the end of civilization as we know it, it would be extremely expensive to replace them. Additionally, any nation could lob a nuke into space and eventually take out most of the LEO's in a few weeks.

The threat of EMP on electronics has been known for decades. It makes for some interesting reading.

We track every ship from every port in the world. We know where they stop and watch what they do. So the odds of not knowing is slim.
But if we didn't know we'd take out Iran and North Korea. As a country we have to respond, and nailing these two up an comers in the nuclear age saves us some problems later. If you are going to be wrong, at least gain the most advantage you can from being wrong.

Why would Iran actually launch a first strike by missile against the USA?

The only possible logic I can imagine is if they, or someone else, thought they could do it without being fingered for it.

But that's take a high risk that the public pressure wouldn't be such that we'd take them out anyway.

For example, most EFI cars, when subjected to EMP, will suffer no damage due to the Faraday cage effect of their metal computer housings, and will only need to be rebooted.
