The president signed the Bankruptcy Abuse Prevention and Consumer Protection Act, honored the Teacher of the Year, addressed the Hispanic Chamber of Commerce (assembled at the Ronald Reagan Building), and presented the Commander-in-Chief's Trophy to the Naval Academy.
Secretary of State Rice continues her visit to Russia.

Rice meets with Russian President Vladimir Putin. Rice urged Russia to reform its energy sector and said investors were looking for reassurances of a stable legal environment after the collapse of the Yukos oil giant.

In this interview broadcast on CBS on April 20, 2005 Rice said that Russia should increase its supply of oil. "What Russia can do is to adopt polices in its energy sector in terms of the development of its energy sector that will increase the supply of oil both in the short term and -- hopefully in the short term -- but most especially in the long term."
