No, the recess would be a good thing, then the FRC can vote on him. The dems don't want a recess, thus no vote.

Precisely. There is a procedural rule in the Senate that the Sergeant of Arms can "compel" Senators to attend in order to make quorum. It almost never happens.

I think I was wrong, they're not voting on the recess right now they're just doing a quorum.

Once a quorum of Senators is present Frist can call for a recess. Once the Senate is in recess you do not need unanimous consent for committees to meet. Therefore the FR committee can meet and vote on Bolton.

Finally, the Pubbies are using the rule book ..
