OK..here's what we know..Senate is in recess for the weekly party caucus luncheons. Supposed to resume at 2:15. on C-span 2.. The Foreign Relations committee is supposed to meet at 2:45 to vote on the Bolton nomination. Lugar has refused requests for a delay. Just before the Senate recessed, Reid objected to Frist's UC request for the Froeign Relations committee to meet today. Frist withdrew his request..

Precisely. There is a procedural rule in the Senate that the Sergeant of Arms can "compel" Senators to attend in order to make quorum. It almost never happens.

I think I was wrong, they're not voting on the recess right now they're just doing a quorum.

Once a quorum of Senators is present Frist can call for a recess. Once the Senate is in recess you do not need unanimous consent for committees to meet. Therefore the FR committee can meet and vote on Bolton. Finally, the Pubbies are using the rule book ..
