As her speech progressed in fits and starts, Heinz Kerry demonstrated a knowledge of the impact of toxins on humans and marine life.I think the author was mocking Teresa with this statement. A speech proceeding "in fits and starts"? Sounds like the reporter was politely implying that Teresa was high or drunk. And the stuff about her demonstrating her knowledge sounds similar to what one would say about a chicken that can count.
