You are right I just re-looked at the photo and realised that it is not his hand but Laura's and of course what he is actually doing is moving backwards so that she can actually shake his hand. However it does make it look as though GWB is trying to avoid him.

It does look like he's pulling back but I don't believe he would do that. Even though just being near Kofi makes his skin crawl...
