Well, I think one way to know when he has started is to wait until the freepathon graph shows up in the forums. I don't know why one would need to know in advance: merely write the opus and post it as soon as the freepathon begins.
I think you are right about that as well. Pouters usually try to do the most damage they can with their tantrums.
