Senate opens door to alien amnesty

The Senate is bracing for its first fight for illegal immigrants in nearly 10 years after the chambers' parliamentarian ruled that a debate over granting legal status to illegal agriculture workers will be allowed on the pending emergency spending bill.
The $81 billion spending bill covers cost associated with the war on terror, and the House already passed a version with provisions restricting asylum claims and cracking down on illegal immigrants' ability to use driver's licenses. The parliamentarian said those provisions open the door for Sen. Larry E. Craig, Idaho republican, to offer as an amendment his bill, coomonly called "Ag-jobs" to legalize the 500,000 to 1 million illegal immigrants now working in the agriculture industry.

The measure would allow any agricultural worker who is in the United States illegally and who has worked 100 days out of a year, during the 18 months prior to Jan. 1, 2005, to gain legal status.

Can anybody familiar with the immigration topic post a cogent overview of existing laws defining the use of green cards/permits which allow immigrants to temporarily work in the U.S.?
I was once in a restaurant back east, and was served by a young girl from Ireland who was on a work permit for the summer (at least she said she was), and that it was a regular event each year for her and her friends to come over, work the summer crowd when businesses needed extra help during tourist season, and then go home. She never indicated once that she planned to become a U.S. citizen.
I am interested in some thoughtful discussion concerning:
a. Should any program (like the Irish waitress described) be allowed in the U.S.
b. Why, if such work is permitted, should it have anything to do with granting citizenship. I.e., is work experience in the U.S. a plus factor that immigrants can/do use on the paperwork submitted for U.S. citizenship?

Note that these are only guides/overviews and the complete regulations are in the Code Book. You need a immigration lawyer to read/understand the actual code.
Also note that it is only the H2A and H2B Visas that need to be fixed/reformed. The rest of are working fine.
The Irish waitress comes in on H2B.

George Bush is gonna fool around and snatch defeat out of the mouth of Victory for the Republican Party.. Already I've taken a step back to watch.. Funny how the leftys have gone mute on this subject.. ain't it.. They don't want to inflame Bush to do the right thing.. like close the borders.. and ensure republicanism for at least 20 years..

I think it's the other way around, isn't it? That is, zero legal immigration first, then establish firm control of the borders by whatever means is necessary. After the flood of illegal aliens has been halted once and for all, and verified,
then carefully consider a completely revised legal immigration program which admits a reasonable, controllable, but probably reduced number of legal immigrants.
That, and only that, is acceptable to me.
