IMHO, load the crates of explosives, and force the insurgents to crowd around them while they are detonated one at a time. Surivors of the first blast, get to sit out the next blast, so they can witness what their victims would witness; then they can take their chances with the next crate. I would make judicious use of the crates, and a very effective lesson may be taught.
If this is good enough for innocent women and children outside of mosques or markets, it's good enough for the people who commit these atrosities.

I like it!! But just make sure that the event is thoroughly videotaped and distributed to all the Arab news outlets, particularly Al Jazeera, assuming they would broadcast it.....
I would find out the terrorists names, then send a hit team into their native country or village and shoot their immediate family (father, mother, brothers, sisters, wife, and kids). Let them know what it is like when innocent civilians are killed by their bombs and attacks.
Nah, just insert a RPG with an enhanced booster in each perp, and then start launching them up like fireworks, at random, one at a time in reasonably rapid succession. And set the whole thing so that they blow up at about 150-200 feet altitude.
