Probably not. If the Judge gave one order to the cops and the Governor gave a counter order, the cops would stand down.

Bush should have acted first and THEN held a press conference announcing he had the authority.
Bush is a wimp (he's not running for President, anyway) and the judges are tyrants.
Seriously doubt this will work, but I don't oppose the effort if it can be done peacefully.
