Having just read the act, I'd have to say it's been a long time since I read something so blatantly unconstitutional (well... since McCain-Feingold anyway).

Why or why didn't Congress just make it a general law applying to anyone in her situation?? Right now it reads like a totally unconstitutional bill of attainder.

Because the Dems would not go for the more expansive bill.

The Republicans wanted that, but time was a wasting and they had to try for this.

The House did. The Senate wouldn't. The two houses compromised. This is what they came up with. They had to move fast, because Terri was starving.
