This may be a stupid question, but the article said illegal possession of pepper spray? When did pepper spray become illegal?
Shame on her for behaving that way, but were they just snowballs? Were there any rocks in the snowballs that could have damaged her vehicle? Doesn't excuse her actions but I might could understand it a little more.

What's the big picture here?
When I was a kid, if you cheesed off the wrong grownup you could get in trouble, maybe even knocked around a little.
