Dogs generally are able to kill people. Most cats are not, though there are exceptions. And there is case law allowing cats to roam, so there is legal precedent going back a few hundred years.
That said, to respond to an earlier post, how would you like to have your fingers cut off at the first joint? That's what it's like for a cat to lose their claws. There are things like SoftPaws that one can install on cats that will let them maintain their claws while rendering them less useful as weapons. Do you also think that all dogs should have their big canine teeth removed, have permanent muzzles installed, and all their claws removed? It's the same thing.
My stepmother got "SoftPaws" for our cat, and they're great. Little plastic balls that are glued on to the end of trimmed claws. You know it's time to trim to claws and apply a new set when it sounds like the cat is tap dancing across a linolium floor! lol

Why would anyone let an ignorant animal like a dog or a cat out in front of a 3000 lb car at 40mph? When I see a flat cat on a road that was some child's pet, I think about the careless bastard parent that let it happen.
