Part of that link indicated there was to be tribal agreement with law enforcement concerning drug matters (particularly meth). It's about time. Those of us living near reservations know tribal laws and other laws (federal/state/local) are two different things.

Most of the meth on my area is being purchased in Ogden, Utah and transported for sale. Your point about the disparity between tribal and federal laws is correct. Alcohol is forbidden on the reservation, yet alcoholism is the most common problem there. The young gang bangers make beer runs at the local convenience stores on a regular basis.
