The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - Prompted by new intelligence indicating Osama bin Laden reached out to the most feared terrorist in Iraq, President Bush charged Thursday that "al-Qaida still hopes to attack us on our own soil."

"Recently, we learned that Osama bin Laden has urged the terrorist Zarqawi to form a group to conduct attacks outside Iraq, including here in the United States," Bush said at the swearing-in of Homeland Security Secretary Michael Chertoff.

The president vowed, "We're working every day and night to dismantle (bin Laden's) network and to bring him to justice."

right, okay thanks for the info and the digging up you did there. also at the time i remember a lot of talk here regarding emp's, and they mentioned something about a test being complete and there was a big quake underwater int hat region.

just like the rest of it, i guess we only have speculation to work with, perhaps because of the remoteness of the location they like that area for god knows what purposes? or it's simply a name they've adopted, no idea.

SNIP: Government statistics show that the average Russian man lives 58.6 years, compared with 73 years for the average Russian woman. In 1990, life expectancy for men was 63.4 years.

The reasons sound simple: Russian men drink too much, smoke too much, live with too much stress and go to the doctor too rarely. The consequences are anything but simple, however. Russia's erupting men's health crisis could trigger social or political unrest. At the least, it is making it more difficult for the nation to grow stronger, both economically and militarily.

Already, military leaders complain that most new draftees are so unfit, drug-addled or psychologically damaged that only about 10 percent are capable of withstanding boot camp. Russia one day could even become nearly incapable of patrolling its borders or policing vast expanses of rural emptiness -- raising the possibility that the country, which already has huge stockpiles of nuclear, chemical and biological weapons, could become a haven for smugglers and terrorists.

I'm speaking as a graduate of the US Army's Nuclear, Biological and Chemical Warfare School. Given the right dispersal techniques and the proper climatic conditions, a nerve agent attack would give the terrorists what they so desperately seek: Near instantaneous mass casualties. It could be persistent for up to three or more days; meaning that anybody who touched contaminated surfaces (anything: flora, man made...anything) and not protected in MOPP 4 will die. Terrorists NEED more than anything that photo op and the sound bite. A Bio attack may come as a follow on attack, but it will take time to spool up and be uncertain enough for authorities to be able to pan it off as a natural occurrence like the Bird Flu or SARS or whatever. This would deny the TANGO'S their moment of glory

Bio could kill millions more...but it would be tooooo slooooooow for a photo op spectacular and the plausible deniability thing as you say [we would deny it even if we knew it to be true most likely and the world would never know for sure perhaps.]

The chem and nuke would give them the instantaneous gruesome spectacular they desire and there would be no doubt it wasn't an accident.

Then a bio follow-up could be more easily claimed by the terrorists in advance; with us only being able to wait in shock and panic.

HIV 'SET TO INFECT 90 MILLION AFRICANS'
Christian HIV/AIDS activist says the ‘only real effective weapon against the AIDS virus is to educate the next generation’

AFRICA (ANS) -- Nearly 90 million Africans could be infected by HIV in the next 20 years if more is not done to combat the epidemic, the UN has warned.

According to a story on the British Broadcasting Corporation (BBC) website, some 25 million Africans at present have HIV, which causes AIDS. And now the United Nations (UN) estimates the next two decades could see 89 million new cases of the disease in Africa -- or up to 10% of the continent's population. The UN recommends a committed campaign against HIV/AIDS - and $200bn (£105bn) of investment -- to stem its spread.

"Millions of new infections can be prevented if Africa and the rest of the world decide to tackle AIDS as an exceptional crisis that has the potential to devastate entire societies and economies," said UNAIDS Chief Peter Piot.

DRAMATIC IMPACT

The UN report concludes that if millions of Africans are still being infected by HIV by 2025, "it will not be because there was no choice." It adds, "It will be because, collectively, there was insufficient political will to change behavior at all levels... and halt the forces driving the AIDS epidemic in Africa."

The study, entitled AIDS in Africa, was compiled over two years using more than 150 experts.

According to the BBC's UN correspondent, Susannah Price, it demonstrates the dramatic impact government policies could have on the spread of HIV and AIDS in Africa.

Commenting on the UN report, Bruce Sonnenberg, President of He Intends Victory, a Christian HIV/AIDS ministry based in Irvine, California, said, "It is time that the United Nations and the rest of the world recognize that the only real effective weapon against the AIDS virus is to educate the next generation. “The proof of this is found in Uganda, East Africa, itself where, under the direction of their first lady, Janet Museveni, has taught the youth of her country the ABC's of AIDS -- A is ‘Be abstinent’, B is ‘Be Faithful’, and C is ‘(only then) condom use’.

“By teaching this order to the young people of Uganda, the rate of infection has dropped from about 16% to about 6% over the last 10 years. This has not been an easy lesson for the entire world. For those already infected, we must share the love and compassion of Jesus Christ. But if we refuse to teach this basic principle, 89 million people in Africa will pay the ultimate price - D which is ‘Death’.”

"Al-Qaeda's Illegal Immigration Threat"

ARTICLE SNIPPET: "The convergence of terrorist threats, a nuclear weapon black-market, a porous national border and escalating illegal immigration is finally attracting the attention the growing crisis deserves. Unfortunately, the attention is being paid by terrorists, not by the U.S. government.


“Several al-Qaeda leaders believe operatives can pay their way into the country through Mexico and also believe illegal entry is more advantageous than legal entry for operational security reasons,” Deputy Secretary of Homeland Security Admiral James Loy testified on February 16 before the Senate Select Committee on Intelligence. “At home, we must prepare ourselves for any attack, from IEDs (improvised explosive devices) to Weapons of Mass Destruction…from soft targets like malls to national icons.” Loy is hardly a lone voice.

“Al-Qaeda is intent on finding ways to circumvent U.S. security enhancements to strike Americans and the homeland,” CIA director Porter Goss told the committee, adding “it may be only a matter of time before al-Qaeda or another group attempts to use chemical, biological, radiological, and nuclear weapons.”

FBI director Robert Mueller reinforced the ominous assessment, explaining that the FBI’s top concerns are covert operatives, who may already be in the country planning attacks. Additionally, there are increasing reports that al-Qaeda seeks Weapons of Mass Destruction, and concerns terrorists will recruit radical Americans to their cause.

Defense Secretary Donald Rumsfeld, who testified to the House Armed Services Committee last week, warned of “troubling” evidence pointing to terrorists seeking non-conventional weaponry. In Rumsfeld’s words, “We can reasonably predict that future foes might use cyberattack or Weapons of Mass Destruction.”"
