"A newspaper investigation" found this??? In other words, blacks are ticketed at exactly the same rate as whites.

The point of this is to intimidate police into not writing tickets to black people. Probably some black "activist" recieved a ticket and the "do you know who I am" did not work. So now we have the fishing for quotas.
Next they will required a consent decree to record all the races of those ticketed and then adopt a quota system of tickets based on race. Officers will have to attend speeder race sensitivity classes. Radar guns will be required to include a race of driver indicator.

Another good one is when a driver is stopped for driver erratically and the officer smells alcohol, the driver always says he has only had two beers.

"I wasn't the only one speeding that day," said Mr. Brown, ...
At least he admits he was speeding, which would explain the speeding ticket.
