Gee, ya think? what great reporting!!! keep me informed! Does this mean that investigators are also looking into the possibility that the water may have been contaminated, or that there is a possibility the person may not have been able to breathe at the bottom of the tank?

I used to deliver water years ago when I lived in Colorado, and I remember a guy who found a dead chipmunk floating in one of his home's open-top water tanks that were in his crawl space (the tanks were like what you seen cattle drinking out of on a farm). Maybe the dead chipmunk had been there for weeks, who knows? Water was scarce where his family lived. Anyway, he scooped the dead animal out, poured a gallon of Clorox into the water, and never told any of his family. I beg him to let me drain the tank, and I would refill it for him. No, he did not want to do that.
