Election day records reveal big discrepancies in 24 Milwaukee wards

A review of Milwaukee polling-place logbooks by the Journal Sentinel shows vote-to-voter discrepancies at dozens of wards, meaning gaps found earlier run deeper than a problem with post-election recordkeeping cited by officials.
On election day, each voter given a ballot is assigned a number that corresponds to the person's place in line. At the end of the day, this number - which should match the ballots cast - is recorded in the logbooks. This functions as a safeguard against any future adjustments to the books or ballots.
But the newspaper's review found 24 cases where there is a discrepancy of at least 5%, with more ballots than voters listed in a ward. Logbooks for another 20 wards showed no entry for the last voter counted.

Unlike the editorial pages, the news side seems to have let the dogs loose on this story. WI residents should be sending letters supporting the reporters. They're doing a bang-up job so far.

I'm not sure what you mean.
A task force was announced a couple of weeks ago. It includes the District Atty's office, the U.S. Atty's office and the FBI. They are currently aimed only at Milwaukee, but many believe their scope will expand based on their findings.
Is that what you wanted to know?
Lisa Artison, executive director of the Election Commission, couldn't be reached for comment Wednesday. She has been out sick since at least Feb. 1.

That would be the first I heard of it. I do know she was in the office on January 27 (to charge Owen of Boots and Sabers $180-some for copies of the registration cards that couldn't even generate a confirmation postcard.

This article raises several questions in my mind. I'll just list them as they occur
1) "On Wednesday...District Attorney Mike Mahoney said investigators had reviewed various election records and determined that three [double voters i.d.'d by the JS]...had each voted one time only."
Does that mean there's an unexplained "second vote"? I'm not clear on what's being cleared up here.
2) "...city officials indicated they would not allow the Journal Sentinel to review election records, including the logbooks reviewed this week to determine the gaps, while the investigation is going on."
The article says the JS has reviewed the logbooks as the source of this story. THen it says the city won't allow them to review the logbooks. I'm confused. What data is this story based on---the actual logbooks or the computer records?
3) Under the sub-heading "No State Standard".
First the reporters discuss wards 229(Garland School) and 93 (Cooper Park Pavilion). I take from their report that the city re-scanned those wards' logbooks and # of voters increased by over 1,000...the two wards now balance. That would seem to go toward reducing the "gap". Right?
But then they discuss wards 44 (Riverside HS) and 312 (Marquette U Alumni Union), where there are 470 and 319 more votes than voters, respectively. (Well, the ward 312 discrepancy may be 137---the logbook has 182 more voters than the computer.) Have the logs in 44 and 312 been re-scanned or not??

Here in FL the Democratic election commissioner of one of the three blue counties in 2000 went to Thailand for weeks after the election.
Also the city officials are not letting any reporters look at the books? And the mayor will veto any legislation that tries to stop this? Looks like the Rats got caught here.
And how much did Bush lose this state by?

VERY interesting. Money says that somehow the JS got the "raw" data, and the Elections Commission is in the process of re-cooking the books.

Maybe he's referring to the NOTATION of "total voters" in a logbook as opposed to a count of the entries?
