Bush budget scraps 9,790 border patrol agents

Washington - The law signed by President Bush less than two months ago to add thousands of border patrol agents along the U.S.-Mexico border has crashed into the reality of Bush's austere federal budget proposal, officials said Tuesday.

Officialy approved by Bush on Dec. 17 after extensive bickering in Congress, the National Intelligence Reform Act included the requirement to add 10,000 border patrol agents in the five years beginning with 2006. Roughly 80 percent of the agents were to patrol the southern U.S. border from Texas to California, along which thousands of people cross into the United States illegally each year.

But Bush's proposed 2006 budget, revealed Monday, funds only 210 new border agents.

The shrunken increase reflects the lack of money for an army of border guards and the capacity to train them, officials said.

The law signed by Bush had a caveat that went virtually unreported at the time. A summary, published by the Senate Government Affairs Committee, required the government to increase the number of border agents by at least 2,00 per year, "subject to available appropiations."

Democrats were unhappy that the proposed budget used the escape clause so soon after the president approved the huge boost in border agents.

Some Republicans were also displeased.

"This is an area of homeland security that needs to be ramped up in order to increase surveillance and patrols of our nation's vast and often remote borders," said Sen. Susan Collins of Maine, chair of the Homeland Security and Government Affairs Committee.

If the President doesn't put people there, then don't be surprised as violence erupts.

In my opinion, I hear lots of frustration out there and it will NOT go away unless most illegals do.

The National Guard has never had the mission of Border Patrol.

The National Guardsman, believe me, would rather fight in IRAQ, than man a fox hole on the Rio Grande, its a waste of their combat training to do so.

The FY 2006 budget allows CBP to fulfill its priority mission of preventing terrorists and terrorist weapons from entering the U.S., while simultaneously facilitating the flow of people and trade across our borders.

"The FY 2006 budget also provides the necessary resources to ensure that CBP continues to fulfill its traditional missions that include: combating the flow of illegal drugs and other contraband, protecting our agricultural and economic interests from harmful pests and diseases, collecting import duties, and enforcing U.S. trade laws.

"The FY 2006 budget supports CBP’s twin goals of securing America’s borders, while protecting and expediting global trade. The following initiatives are highlights of the President’s FY 2006 budget for CBP: "

The way keep terrorists out is not the same way to keep Mexican laborers out. They have successfully kept out terrorist, but not laborers because that isn't a priority.

The CBP operates world wide to identify terrorist who might be heading to Mexico to attempt to enter the U.S. from Mexico. We have agents in all major air and sea transient points working with local authorities.

The objective is to stop them before they get within a thousand miles of the border. It's called "extending the zone of defense".

They patrol the coast of Mexico and routinely board vessels for inspection. They have agents throughout Mexico and in border towns used by coyotes as staging points. They have rewards for information on OTMs wanting to cross the border.

It's impossible to seal the borders, so we have to seal the points from which terrorists can reach the borders. The CBP has 41,000 employees worldwide, only 8,000 are working the border.If the objective was to stop Mexican laborers we would put all 41,000 on the border and probably reduce the number who get through by 80% or more, but that would leave terrorist free to enter Mexico and reach the border. Even if all the reinforced guards caught 80% of the border jumpers that would still leave 20% that get through, including 20% of the terrorists.

And as Commissioner Bonner says "Today global terrorism is a real threat that allows no room for error. "

LOL! I can't conceive of a border guard using a foxhole!
A guard doesn't shoot to kill, he is not a sniper.
A guard patrols and refuses admittence to illegal intruders. But, have it your way, agincourt l4l5.

Let's say no matter who does the patrolling, the influx of illegals could be largely curtailed if Uncle Sam didn't finance them. And border patrol inspections may just put a large dent in the smuggling of drugs into this country.
But we wouldn't want to do that, would we?

So are you saying that the US Army lacks the capability to defend a certain piece of ground and prevent people from crossing into it?

You might want to look up the doctrinal definition of the word "Defend."

No it isn't. Conducting a zone defense is an absolutely valid military mission - just ask the guys sitting on the DMZ in Korea for the last fifty years.

From FM 101-5-1, the Army's dictionary of doctrine:

defend in sector - A technique that requires a defending unit to prevent enemy forces from passing beyond the rear boundary of the sector while retaining flank security and ensuring integrity of effort within the parent unit's scheme of maneuver. Initial positions generally are established as far forward as possible, but a commander may use any technique to accomplish the mission. The higher commander will normally assign a no-penetration criteria. Example: Do not allow penetration of PL NAME by 12 or more tanks or infantry fighting vehicles. See FMs 7-30, 71-100, 71-123, 100-5, and 100-15.

That sounds like a defending a border to me.

Where did you get the 20 million figure? That sounds like something off of a xenophobe or white supremist site.

But the fact is that there has not been a single known terrorist who jumped the Souithern border, nor has one been caught trying. We have caught millions jumping the border (1 out of 3), if terrorists were using thsat method don't you think we would have caught at least one?

All known terrorists have flown into the U.S. using officially issued documents. There's no need for them to risk crossing the desert or swimming the Rio Grande. That's automatic arrest and interrogation if OTM is spotted.

They say as many as 6.5 million a year come across our borders - so that makes 20 million just in the last 3 years.

Out of curiosity, what do you think the number is?

While the vast majority are Mexicans, a small but sharply growing number come from other countries, including those with large populations hostile to the U.S. From Oct. 1 of last year until Aug. 25, the border patrol estimates, it apprehended along the southwest border 55,890 people who fall into the category described officially as other than Mexicans, or OTMS. With five weeks remaining in the fiscal year, the number is nearly double the 28,048 apprehended in all of 2002. But that’s just how many were caught.

Based on longtime government formulas for calculating how many elude capture, TIME estimates that as many as 190,000 illegals from countries other than Mexico have melted into the U.S. population so far this year. The border patrol, which is run by the Department of Homeland Security, refuses to break down OTMS by country. But local law officers, ranchers and others who daily confront the issue tell TIME they have encountered not only a wide variety of Latin Americans (from Guatemala, El Salvador, Brazil, Nicaragua and Venezuela) but also intruders from Afghanistan, Bulgaria, Russia and China, as well as people who said they were from Egypt, Iran and Iraq.

Some come across six days a week, others monthly and some just go home for Christmas, funerals, weddings, births etc...

Even if each one only went home once a year, divide your 20 million figure by 3 and you only have 6.7 million

Explain why a genuine state sponsored trained terrorist would risk being turned in for the reward or killed by coyotes, dying in the desert, or being one of the 35% caught, to get across the border into some remote town, when he could fly first class directly to his destination.

If your agenda is to prevent Mexican laborers from coming to America why don't you try to make a case for that instead of pretending that your objective is to prevent terrorists?
