There has been no proof one way or another about the causality or the changeability of homosexual orientation. The question for me is, was he exercising his freedom of speech as an individual, in which case this is fine, or was he sending the information in his official capacity, in which case I'm not sure it's appropriate.

1. Agree with speech = ok
2. disagree with speech = not ok

There has been no proof one way or another about the causality or the changeability of homosexual orientation. "Changeability" has been proved, Dr. Robert Spitzer, the APA shrink responsible for removing homosexuality from the DSM, has research that confirms change is possible.
