CA: Shelley was loaned S.F. worker (SF Mayor Newsom OK'ed 'deal')

In addition to borrowing several employees from the Legislature and using state and federal funds to pay their salaries, Secretary of State Kevin Shelley also was lent a San Francisco city employee for half of last year.

The arrangement, which allowed Shelley to bypass the state's civil service system in order to fill a routine scheduling position, was detailed in a contract between the secretary of state and the office of San Francisco Mayor Gavin Newsom.

The contract was noted in an audit released Tuesday by the State Personnel Board that accused Shelley, a San Francisco Democrat, of using inappropriate hiring practices and maintaining an abusive work environment.

The audit made no judgment about the nearly $50,000 contract to hire scheduler Kristen Holland because it has not been formally challenged, as have two other personal services contracts signed by the secretary of state's office, said Sherry Hicks, director of legislation at the personnel board.

A board rule allows such contracts when there is a "compelling management need" to go outside the civil service system. A Shelley aide said the contract was necessary because an "extensive search, including civil service postings," failed to identify qualified candidates.

"Kristen's experience in working for a high-profile elected official was valuable," said Shelley spokeswoman Caren Daniels-Meade.

Shelly's staff said Thursday that he wouldn't resign. This is too much fun. The senior democratic legislator has had his house and the house of his son raided by the FBI and also in the Bee today was an article about how the CTA lied about Arnold's proposed education budge.

Now even the Bee is getting tired of all the democratic shannanigans.

Add to that Box teaming up with Chappaquiddick Kennedy and KKK Byrd to fight the nomination of the first African-American Female SecofState ....

At some point after the contract ended in August, Shelley hired Holland into one of the several exempt state positions he controls, making her an assistant secretary of state for scheduling. She still holds that post.

A perfect fit for the State government, she would sit between the assistant secretary of state for sending E-mail and the assistant secretary of state for shovelling.

Boxer has about 10 offices listed on her website. I call one a day and ask them how it feels to be teaming up with a KKK leader to fight against an African-American female. They have no idea what I am talking about so they ask what I mean. I then go into Byrds history of leadership and possible cross-burnings in the yards of Blacks and Kennedy's little episode. Most admit they have heard of Chappaquiddick but not the details of how he abandoned the girl.
