The official purpose of Project HAARP which is based in Alaska, is said to be for studying the ionosphere in order to "understand and use it to enhance communications and surveillance systems for both civilian and defense purposes." Yet, over the years allegations have arisen that HAARP is involved in everything from weather modification to mind control.
Guy Cramer has a new article posted which concludes that in addition to HAARP, there is another huge ionospheric array in Alaska. The page also contains photos, maps, and recommended links from Cramer and Dr. Joseph Resnick.

No, it caused the earth quake that caused the tsunami.

Unlike Art or the rest of these (words fail me).....I have driven up to the site and chatted with the operators. NO black helos, underground flying disk hangers or other balderdash.
As far as the use as a weapon, calculate the free space loss for RF - sheesh....using the moon as a reflector for some kind of death beam!
You could use the same logic to make a case that that the Mt Hopkins (with its high power LASER emitter and deep space gamma ray tracker) and the Kitt Peak (deep space hydrogen mapping) Observatories, coupled with the then active Titan II missile sites were a secret anti-UFO defense system.
HAARP -- Maybe more about pork for Alaska than a weapon system. And maybe some basic research. Is the movie next? What would the title be - The Day of the Loonies ?
