Added comment also on 'Boat' vs. 'Ship'
It is not uncommon for a sailor, assigned to a specific vessel, to affectionately refer to his vessel (of any size) as 'the boat' or 'my boat'.
However, if you are not in the Navy, or ex-navy, you would use the term 'ship'.

Cool, thanks for the tip.
Who sets the SUBNOTE track and the MHN depends on who owns operational command of the boat. So generally in local OPAREAS, it's the squadron or group commander. For most operations outside the local OPAREAS it's the Force commander. This ensures that SUBNOTEs don't interfere with each other, which happens quite a bit in the Atlantic.
Disclaimer: I've never operated in the PAC, so I've only got LANT experience to go by.

He was relieved and then reassigned. In my day he would have been sent to Adak, Alaska, but that is closed.
They will probably allow him to retire, but might reduce him a rank or two if he was doing something against orders.

So, if PAC operates the same as LANT, someone other than the SF's crew set the SUBNOTE. If this is the case, then it's not a question of the boat running an unsafe track (of the boat's choosing), unless it didn't comply with the SUBNOTE?
The MHN includes speed, does it not, so again, the question of speed is someone else's decision?
