Actually Carter would beating the screaming paniced women and children over their heads with the oars. Nixon would have organized the boat release crews and placed some order over the whole operation. Hart and Biden? They jumped into the biggest boat at the first sign of danger and puched off -- damn the rest, they can't risk their esteemed persons.
