I'm not a firearms expert, but I think the Marines custom build their sniper rifles.

The Win 70 and the Ruger 77 are also apparently very nice platforms for long range shooting.

You probably can't buy the exact model the snipers are using, but there are lots of benchrest gunsmiths who can build one for you. Check out http://www.benchrest.com

Yes, of course you can get close to the same thing. Of course, this would be kinda like buying the same clubs that Tiger Woods uses. Very cool to have, but a regular person wouldn't get quite the same utility from it.
There are other ways to start shooting for a whole lot less money, and THEN get a good high-powered rifle to enjoy later.

Does anyone know if a mere civilian can get that type of rifle? I imagine that set up (rifle, scope) is expensive.I selected the Remington 700PSS in .308. Topped with a good Leupold scope, it can produce 5 inch groups at 1000 yards. Figure on shelling out $1600 for rifle and scope.
Springfield offers a "Gunny Hathcock" M25 Tactical rifle for a mere $4648.

You can get the rifle but the reticle in the scope is what you can't get.
