LIMERICK, Pa. - Four Guatemalan men who attracted attention by operating a video camera near a nuclear power plant were not involved in terrorism, authorities said, but three were turned over to immigration officials.
FBI spokeswoman Jerri Williams said Tuesday that it appears the four men from Guatemala were making a "tourist video," highlighting portions of the area that happened to include footage of the Limerick Generating Station.
"It was just a coincidence, a bad choice of photos," Williams said. "We found no evidence of any criminal terroristic activity on the tapes."
But authorities determined that three of the men were in the country illegally and turned them over to U.S. Immigration and Customs Enforcement. The fourth man was released.
The men, whose names were not released, were spotted making the video Monday afternoon by a delivery driver who called police.

I suspect they had their innocent stories all ready.
This is part of a deliberate al-Qaeda strategy. al-Qaeda pays suspicious-looking people to videotape important facilities. The sole purpose is to generate more investigations than can be conducted, thus increasing the odds that genuine threats disappear into the background noise.
This happened less then 5 miles from my house. I can see the Limerick towers from my bathroom window.
Hmmm..they could have been hired by the Islamists who dont want to be seen near the plant.
Or maybe, it's part of their plan to establish Aztlan, the nation they want that would be made up of the land from new Mexico, Arizona, Utah, California, Nevada, etc.
Since when is a nuke plant a tourist spot? Somebody got some 'splainin' to do.
It also makes me think that they could pay these people to test security, to see what our reaction will be.
Then they formulate their attack plans based upon our security response.
Just a thought...
They already have a pretty good idea of what the response would be.
But if they sense a weak response in one area, they'll probably go after that.
The primary goal, though, is to saturate our law enforcement organizations with bogus leads.

So the Police will turn them over to immigration for taking Pictures, but they won't turn them over while hanging out on streetcorners as day laborers.

Who will promptly release them back into the GP, with a paper date to appear in court for deportation.

An application of the "Boy who cried Wolf" principle. Generate enough false alarms, and the authorities will stop paying attention
This is not the first time people have been detained for videotaping this particular plant.
This plant happens to be in close proximity to some high population density commercial / residential areas.
This is NOT a tourist area IMHO.
.....and quickly enrolled in videography classes at the local community college with tuition picked up by the local illegal immigrant welcoming committee. This gesture was the only logical action in preparing these men to shoot videos of potential terrorist targets, a job no American is willing to do.

..............to continue scouting for new and additional target sites for his compatriots after graduation.
