Clinton didn't beat President Bush to the punch. We have no idea just how much behind the scene activity President Bush has been involved in on behalf of the tsunami/earthquake victims.

Clinton should appoint himself chief of the recovery effort. Not only would this give him visibility for his run for UN secretary general, but his base of operations would be closer to Bangkok.
