Orbach didn't play a regular until the third season. His first role on the series wasn't even as a cop.

I think he played a defense attorney. Watch the first season and you'll notice a few of the guest stars later got recurring roles.

I caught that show recently and it was very weird watching him play that character outside his regular role.
He will be missed.
