The whale always seems to surface when "things gone bad" are brought into the picture.
But lets face it, he had plenty of backing. They just did not want to spend money to further strenghen the South Koreans so that they could keep the commies at bay.
After all. Huge amounts of money where required to further build up the socialistic state. Moms and kids continue to suffer. Must make sure they have enough money to wade into the McDonalds and further fatten up.
