The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - A terrorist attack on a tanker loaded with liquefied natural gas could cause massive damage a third of a mile away and could send a vapor cloud billowing more than 1.5 miles, government scientists say.

With the the nation clamoring for more natural gas, policy-makers are trying to figure out how to safely import large quantities of liquefied natural gas or LNG.

Suspected sleeper agent passed lie detector test

A polygraph expert testified Monday he believes suspected sleeper agent Adil Charkaoui told the truth when he denied in a lie detector test having any links to terrorists. Charkaoui, who has been in detention since May 2003 on a national security certificate, was making another attempt in Federal Court to get bail.

Polygraph expert John Galianos told the court he believes Charkaoui answered all questions truthfully during the Nov. 17 test. Charkaoui was asked to respond to the federal government's allegations that he knew al-Qaida terrorists and trained with them in Afghanistan in the 1990s.

"It is my opinion that Mr. Charkaoui told the truth when he responded to questions pertinent to the inquiry," Galianos said. "Mr. Charkaoui had no unusual physical reactions to the questions."

Charkaoui, who is a 31-year-old permanent resident of Canada, was to testify in his own defence later on Monday. Galianos acknowledged under cross-examination that polygraph tests are not foolproof.

Under questioning from Justice Department lawyer Daniel Roussy, the former Quebec provincial police officer said the test's accuracy depends on the phrasing of the questions.

Charkaoui was asked five questions during the test: whether he planned to tell the truth, whether he trained in terrorist camps, if he was ever a member of a terrorist network, if he was currently a member of a terrorist network and whether he had ever planned attacks. He responded "No" to all of the questions, said Galianos.

But Roussy pointed out Charkaoui was never asked whether he had handled firearms or if he knew people who may have committed violent acts.

Outside the courtroom, Roussy said the test result would have no effect on the government's position. "He still represents a danger to the Canadian public and he's a threat."

The government suspects Charkaoui of being an agent who could be activated by al-Qaida at any time.

A final decision on whether to deport him to his native Morocco still has to be made.

Under the security-certificate rules, the federal government can hold suspects - and eventually deport them - without disclosing the evidence it has against them. Suspects' lawyers are also denied a chance to cross-examine government representatives.

The Federal Court of Appeal recently upheld the constitutionality of the security-certificate process, saying individual rights must sometimes be suspended to preserve national security and protect Canadians' safety.

U.S. commander: Bin Laden could be in Afghanistan, Taliban fragmenting

KABUL (AP) - Osama bin Laden may be hiding in Afghanistan, while followers of the former ruling Taliban who once harbored the al-Qaida leader appear to be fragmenting, a U.S. commander said Monday.

Col. Gary Cheek, who heads American forces in eastern Afghanistan, told The Associated Press that bin Laden and other key militant leaders could be in the area, a swath of the country flanking the rugged Pakistani border. Cheek said the number of foreign fighters facing his forces was not significant and that most operated near the rugged Pakistani frontier, the zone most widely touted as a hiding place for bin Laden and his right-hand man, Ayman al-Zawahri

PHILADELPHIA -- More than 100 security cameras at Philadelphia International Airport are providing fuzzy images, are pointed in the wrong direction or are otherwise malfunctioning, according to a published report.

A September 2004 list obtained by the Philadelphia Daily News indicated that 231 of the airport's approximately 900 cameras were not working. A more recent list showed that 119 cameras were out of commission, the newspaper reported Friday.

Airport officials, however, denied that the number of cameras off-line was ever that high, or that there were significant mechanical problems.

"We consider those figures to be inaccurate," airport spokesman Mark Pesce said Friday.

He added that cameras are sometimes off-line for scheduled maintenance, replacement or integration, but that the number does not hurt security. Twenty were off-line Friday morning, Pesce said; he declined to release a range for the number of cameras typically off-line at any given time.

COLUMBUS, Ohio -- The man accused conspiring to blow up a Columbus-area shopping mall will stand trial, NBC 4 reported.

Nuradin M. Abdi, 32, a Somali national who was living in Columbus, is scheduled to be arraigned and have a detention hearing on Wednesday, NBC 4's Elenora Andrews reported.

Somali group will keep convicted director

ST. PAUL (AP) - The board of directors for a Somali organization in St. Paul plans to retain its executive director, who was convicted of lying to immigration officials about his asylum status in another country.

The board of the Somali Justice Advocacy Center expressed its support for Omar Jamal on Saturday. The day before, a federal jury convicted Jamal, 31, of lying on immigration papers and in interviews in 1998 while living in Memphis. He was charged with failing to disclose he had been given refuge in Canada before coming to the United States.

Jamal's attorney, Peter Erlinder, said Jamal will file an appeal.

Jamal has been an outspoken critic of what he calls improper treatment of immigrants since the 2001 terrorist attacks in New York and Washington, D.C. He has denied lying about his Canadian asylum status.

Erlinder said an immigration officer testified that the questions on the form Jamal is accused of answering falsely were confusing - even for native English speakers.

Jamal faces separate administrative charges from the U.S. Bureau of Immigration and Customs Enforcement.

He is free on bond to await sentencing on April 7.
