I sincerely believe that propagandists who basically recruit for terrorist groups and lend their prestige to the justification of atrocities (eg. "the concept of civilians is a western idea") need to be considered military targets.

You will get no arguments from me. Just as Charles Manson is currently incarcerated because he recruited and brainwashed young and mentally-weak killers, so should anyone who solicits a jihadist army be held accountable for their actions. Even though the mullahs may not wear the explosive belt or drive the C4-laden truck, they remain culpable because they are using others as a weapon for violence, mayhem, murder and terror....these fervent jihadists are weapons, just as a gun is.

In the United States, such an activity was illegal even before the Patriot Act. It's always been illegal to conspire to overthrow the Government, and there have always been numerous ancillary laws preventing the formation of private armies, etc. Extending the principles of United States Constitutional Law to Syria and Iran might be a bit difficult at the moment, but if a few mosques frequented by some of the more radical mullahs were to mysteriously vaporize, it might send a worthwhile message.

The Al-Jazeera network might be another worthy target.
