I disagree here. IF there was no fraud in the manual recount, Gregoire should be declared the winner, as only the most recent count should be even considered. However, the likelihood of there not being any fraud is ... ah, let's avoid the euphemism and just say zero.
This one isn't over. I'd expect to see several people on both sides busted for vote fraud before it's done, and maybe even a re-vote.

The worst case scenario would be a re-vote if there's rampant fraud. But more than likely we'll come out of this with even more recount procedures.
