Little Hoover Assesses Statewide Reorganization Recommendations

The Little Hoover Commission published its much-anticipated report on the California Performance Review today. The 38-page document contains a mix of strong support for the concept of government reform and skepticism over the execution of proposed changes.
The CPR report, a 2,500-page publication that was initiated by Gov. Arnold Schwarzenegger in February, contains recommendations on how the state can become more efficient, responsive, streamlined, and effective.
The final document, released in August after a spate of public hearings, proved controversial as members of the CPR commission recommended the elimination of numerous boards and commissions. Then there was the matter of consolidating state departments and agencies, yet another spur to argument.

The governor appointed a commission of unnamed people to create this plan. Careful reading of the CPR reveals that it is designed to do away with elected representation, change the California constitution to institute a regional council system of government and eventually do away with county governments, which are the mechanism for our electoral process and gives Californians greater access to their representatives.
The CPR claims to create a more transparent government, but instead creates unnaccountable bureacracies that consolidate power in the governor's office.

shift to regional government?
Maybe they could move the capital back to the Bay Area while they are at it..

Irrespective of the merits of the Governator's commission and it's recommendations I detect a turf war here. If the article's premise is correct I am (still) glad I didn't vote for Arnold the RINO.
The Little Hoover Commission, formally known as the Milton Marks "Little Hoover" Commission on California State Government Organization and Economy, is an independent state oversight agency that was created in 1962. The Commission's mission is to investigate state government operations and -- through reports, recommendations and legislative proposals -- promote efficiency, economy and improved service.

Oh, this is interesting. So we already have a commission to promote efficiency, economy and improved service?
Its apparent no one in state government is listening to this commission. But I am afraid the CPR will get more support because of Arnold's "star power".

Yeah, and now I know I am going to have to look at the CPR in some detail. Sigh. Their may be a pony under all that BS, but I doubt it. The idea of doing away with counties really [expletive deleted]. Take a look at how "regional" ideas like the Coastal Commission work in practice. Yuck. I really wish McClintock had won.

Arnold has applied some of the principles of the CPR in the Sierra Nevada Conservancy. He fuses 20 counties unconstitutionally under a regional council.

Here's a sample from the CPR
"The Governor should work with the Legislature to pursue a constitutional amendment to eliminate county superintendents of schools and county boards of education." And replace them with regional agencies.

Well be sure to tell your friends and acquaintances about this plan. If Californians value constitutional govnernment they will oppose the CPR with all their might.

Articles on Arnie calling for the GOP to "move left" or "leftward" were posted at least 5 times on FR. It was encouraging to note that most freepers have seen the light. Defenders were few and far between. The media, however, continues to spin their dribble about his popularity. I can only assume that popularity exists primarily with Dems and Rinos.

But all he has done is continue to borrow and spend like Davis did...where is the reform in that?
