Arnold has applied some of the principles of the CPR in the Sierra Nevada Conservancy. He fuses 20 counties unconstitutionally under a regional council.

"The Governor should work with the Legislature to pursue a constitutional amendment to eliminate county superintendents of schools and county boards of education." And replace them with regional agencies.
